Grant Guidelines

PROGRAM CRITERIA:

-- The purpose of the BC/EFA's National Grants Program for Community-Based Organizations is to provide funds to local community-based organizations across the country that provide direct services to people living with or at high risk of HIV/AIDS and their families.

-- In the upcoming grant round, grants will be awarded to programs with services that fall under the following categories:

Direct Services

Emergency Assistance Programs

Harm Reduction Services

Quality of Life Services

One Time Expense

These categories are more specifically described on the application.

-- Applicant organizations must provide documentation of IRS 501(c )(3) classification. This should be in the form of a recent IRS determination letter in the name of the organization applying for funds. If the IRS letter is in the name of a parent or related organization, a written explanation of the organizational relationship must be attached.

-- Agencies must provide on the grant application the budget for the total agency and also for the specific proposed program for which BC/EFA funds are requested. The total agency budget must be below $10,000,000.

FUNDS ARE NOT AVAILABLE FOR THE FOLLOWING EXPENSES:

1.) Food and/or meal programs. Beginning in 2006, BC/EFA supports food and meal programs through a separate grant round, the NATIONAL GRANTS PROGRAM FOR MEALS PROGRAM. ASOs may apply under this application or the MEALS PROGRAM application, but not both within the same calendar year.

NOTE: This round was held in January, 2006. Applications were sent in November, 2005 to all organizations who had previously received grants from BC/EFA in this category.

2.) Any portion of a staff or salary line or other personnel expenses including salary benefits and consultant fees.

3.) Any on-going financial subsidy, as opposed to emergency programs.

For example, BC/EFA will fund, through the emergency fund programs category, interim rent assistance in order to avoid an immediate eviction. BC/EFA will not, however, fund agency requests for ongoing rental assistance, as this type of expense is too great to be supported through the grants program. Funds requested from BC/EFA in this category can only be used as an immediate and short-term gap filling measure until permanent support through an entitlement program, governmental program or other means is secured.

4.) HIV prevention/education or general HIV-related education conferences and/or materials.

Prevention/education is an essential component in fighting the AIDS epidemic. BC/EFA has chosen not to fund these efforts in order to make a more definitive impact in the area of direct client services in the four specific categories described in the application. It is the opinion of BC/EFA that to responsibly fund a full range of prevention and intervention education requires much more application information than BC/EFA currently requests on the application and a more thorough examination and review of the information being provided than is possible. BC/EFA's decision not to fund prevention/education programs and materials does not in any way imply that we do not value or appreciate the essential nature of such efforts.

5.) Any organization or service that requires a client be a member of, or in any way support or promote, a particular religious belief or political party/activity in order to receive assistance.

6.) Any organization that denies services to clients based on age, race, religion, disability, sexual orientation or gender identity.

GENERAL GRANT APPLICATION INSTRUCTIONS:

* All areas of the grant application must be completed fully, particularly, the areas identifying program budget and organization budget.

* Please be sure to include the number of PWAs that will be served by the specific program for which funds are requested.

* There are caps of grants for each grant category, ranging from $2,500, $5,000, to $10,000. Please review the requirements of each category on the application carefully.

* Applications can only be made in one category. Applications requesting funds in multiple categories may be disqualified or the BC/EFA grants committee will select only one category to fund.

* Applications must include a brief description of the applicant agency, communities served and a concise narrative of the proposed project. APPLICANTS ARE ENCOURAGED TO BE BRIEF BUT CONCISE.

BC/EFA reserves the right to request from awarded organizations information verifying the use of funds as described in the funding application and other relevant information.
